South Korea Convenes Landmark Summit With Central Asian Leaders to Expand Economic and Strategic Ties

South Korea is hosting an inaugural presidential summit in Seoul with the leaders of five Central Asian nations, marking a major diplomatic push to deepen economic cooperation, secure supply chains, and bolster regional engagement. The high-level gathering brings together South Korean President Lee Jae Myung and his counterparts from Kazakhstan, Uzbekistan, Turkmenistan, Tajikistan, and Kyrgyzstan in what domestic media outlets have characterized as a historic milestone for the country’s foreign policy.

Ahead of the multilateral summit, President Lee engaged in a series of bilateral discussions with visiting heads of state, including Kazakh President Kassym-Jomart Tokayev, who met with the South Korean leader at the Blue House. The talks were organized to lay the groundwork for a more institutionalized and permanent economic partnership between South Korea and the Central Asian region.

The summit elevates a diplomatic dialogue that has been in place since 2007 to the level of heads of state. Observers emphasize that moving the consultative process to the highest executive tier reflects a shared desire to transform years of diplomatic communication into tangible industrial and economic outcomes.

According to Sanat Kushkumbayev, an analyst at the Kazakhstan Institute for Strategic Studies, the summit's true benchmark of success will rest on its ability to produce a concrete and workable roadmap. He noted that while the initial expectation is political, the core test lies in delivering actionable agendas across key sectors, including critical mineral procurement, energy collaboration, digital technologies, and transport infrastructure.

For the five Central Asian republics, engaging in this summit aligns with their broader diplomatic strategy of operating collectively under the C5+ framework. This collective approach enables regional governments to negotiate with major external partners without compromising their respective sovereign priorities. Analysts note that Central Asian states are eager to attract foreign capital, gain access to advanced technology, and diversify their international partnerships beyond traditional ties with Moscow and Beijing.

At the same time, South Korea faces pressing domestic imperatives to restructure its international supply networks. The nation possesses a limited domestic natural resource base and remains heavily exposed to China for critical materials, manufacturing components, and other vital industrial supplies.

Sabina Insebayeva, a political scientist at Nazarbayev University, explained that Central Asia presents South Korea with an attractive avenue to diversify these vulnerabilities by offering substantial reserves of critical minerals, energy supplies, and alternative production venues. In exchange, South Korea is well-positioned to supply Central Asian economies with high-level technology, capital investment, and extensive industrial know-how.

This mutual dynamic is central to South Korea's "K-Silk Road" strategy, an initiative launched in 2024 to guide Seoul’s outreach across the region. Unlike traditional extraction-focused models, the initiative is designed to move beyond merely securing raw materials by supporting local processing, advanced manufacturing, and technological development in partnership with domestic enterprises.

Central Asian governments are increasingly unwilling to remain simple exporters of unrefined commodities. Instead, nations such as Kazakhstan and Uzbekistan are prioritizing the acquisition of skills and technical infrastructure required to build self-sustaining domestic manufacturing hubs, viewing South Korea as a viable long-term collaborator in achieving that objective.

Kazakhstan currently serves as the focal point for the bulk of South Korea’s trade and commercial footprint in the region. Kushkumbayev highlighted that Astana is in a strong position to advocate for broader industrial ventures, research centers, and localized supplier networks. However, he cautioned that the primary challenge will involve transitioning from preliminary memorandums and assembly work to genuine localization and commercial output.

Economic indicators underscore the growing financial foundation underpinning these diplomatic efforts. By the end of 2025, the cumulative volume of South Korea’s direct foreign investment across Central Asia had reached approximately $6.4 billion.

Beyond commercial interests and resource diplomacy, the relationship between South Korea and Central Asia is reinforced by enduring human and historical connections. Central Asia is home to a sizable ethnic Korean population, known as the Koryo-saram, whose origins in the region date back nearly nine decades.

In 1937, Soviet leader Joseph Stalin ordered the forced deportation of more than 170,000 ethnic Koreans from the Far East of the Soviet Union to Soviet Uzbekistan and Kazakhstan under the pretext of preventing espionage and sabotage on behalf of Japan. Upon arrival, the deportees faced severe hardships, lacking proper shelter in harsh winter conditions and depending on the hospitality of local Kazakhs and other deported communities while being restricted to collective farms until after Stalin's death.

Over the generations, the Koryo-saram maintained their heritage while adapting to their local environments, creating unique culinary and cultural traditions that bridged their ancestral origins with Central Asian life. These enduring historical roots continue to provide a foundation of goodwill as South Korea and the Central Asian republics pursue deeper diplomatic, technological, and economic integration.
